BTAA Survey RFP

For the last 18 months, the University of Minnesota has partnered with the Big Ten Academic Alliance (BTAA) to conduct a Request for Proposals (RFP) for an enterprise survey software for Big 10 institutions. The BTAA pursued this collaborative purchasing initiative in an effort to provide member institutions with the best possible value and a long-term scalable solution that helps achieve the mission and vision of the Big Ten.

The RFP was led by Rutgers University. Both Shelly Wymer and David Uhr, who are Brand Administrators and Business Owners for Qualtrics at the U of M, served as lead subject matter experts for the RFP. Members of OIT, Purchasing, and LATIS also assisted with evaluating the proposals.

The RFP was sent to twenty survey software providers. Below is a list of all providers who received the RFP:

Eight providers accepted the invitation and responded with a proposal. The BTAA RFP committee narrowed these submissions down to 5 finalists who moved forward in the selection process.

Several additional rounds of presentations and questions were conducted. The committee then met to review and discuss each supplier’s proposals. Each participating institution scored the vendor responses based on their reliability, expertise, cost, proposal and presentation, and value added services. Institution scores were then combined and weighted to determine the highest scoring software.

In the end, the committee awarded the RFP to three vendors, one of which was Qualtrics, the University's current enterprise survey vendor. The other vendors who were awarded are QuestionPro and Alchemer (formerly SurveyGizmo).
