Standardized tests allow students to be compared with other students and schools to be compared with other schools. Such comparisons give educators the opportunity to look at achievement and ability levels of students in relation to a defined student group. Teachers and administrators get an "external" look at the performance of their students, one that is independent of the school's own assessments of student learning. If our population continues to be highly mobile and students compete nationally as well as locally for educational and economic opportunities; student and school comparisons with local and national norm groups should be of interest to students, parents, and educators.
MSTP provides testing materials for home school educators in Minnesota. Our testing options help home school educators meet the Minnesota yearly testing requirement for their students. In cooperation with the educator’s local school district, we provide a series of standardized achievement and ability tests that meet state requirements. We also provide career interest instruments upon request.
Our program’s services meet the State of Minnesota yearly requirement for nationally norm-referenced standardized achievement examinations for home schools. These tests also meet the PSEO requirements for some post-secondary institutions.

MSTP offers a variety of achievement, ability, and career inventory assessment services which can be purchased by any K-12 public, private, or charter school or district. Thousands of schools across Minnesota have utilized our services.
Our quality of service is unbeatable. Unlike common scanning practices, when our scan program flags any responses as "unreadable", our staff will individually review the flagged items. This ensures the final score is an accurate representation of the answers the student provided.

Important update for schools and districts using older versions (ITBS/ITED Form A™ or CogAT Form 6®)!
This is the FINAL school year that we will be able to score ITBS/ITED Form A. Houghton Mifflin Harcourt will no longer support Form A after June 30, 2019. CogAT 6 may continue beyond this school year, but is retiring soon, and we strongly encourage you to switch to the newer version (CogAT 7) as soon as possible.

The Minnesota Statewide Testing Program (MSTP) would like to remind you that we offer scoring and reporting on the Iowa Assessments and the Cognitive Abilities Test.
The Iowa Assessments (Form E) will provide your school with an up-to-date measure of student achievement and growth across a continuum of next-generation learning standards. The Cognitive Abilities Test (CogAT) (Form 7) is widely used to identify students for talent development, and to provide educational guidance for all students - not just those with high ability.
MSTP will continue to offer affordable local scanning, scoring and reporting, including the quality standards that ensure the quick and accurate results you have come to rely upon. You will need to purchase your own books from Houghton Mifflin Harcourt for both tests.

Although we no longer maintain an inventory of books, we do carry consumable booklets (grades K-3) and answer sheets (grades 3-12). On the order form, choose the option "For Schools that own their own books and need answer sheets." Our order forms are here.
Older Versions:
If you are still using the older versions (ITBS/ITED Form A), this is the FINAL school year that we will be able to score these tests. Houghton Mifflin Harcourt will
