Operated by the University of Minnesota, the Minnesota Statewide Testing Program (MSTP) was established in 1928 as a program of the Association of Minnesota Colleges to administer college aptitude tests to seniors in Minnesota high schools for use in post high school planning.
The aim was to provide feedback to high school counselors about their students' chances of obtaining an "A" or a "C" at the University of Minnesota, and at other Minnesota state colleges and post secondary institutions.
